Homestead & Funeral Grant Program

The County of Hidalgo has provided the City of Palmview federal Coronavirus Aid, Relief, and Economic Security (CARES) Act funds from which the City is utilizing to establish a COVID-19 Recovery Assistance Center in response to the Coronavirus Disease 2019 (COVID-19) pandemic. The City has established this Homestead & Funeral Grant Program (HFGP) as part of this initiative and capitalized it at $50,000. Application deadline is September 11th, 2020.

The purpose of the Homestead & Funeral Grant Program is to provide temporary, short-term financial assistance to Residents located in Palmview, Texas for their mortgage, rental, funeral or other qualified expenses during the COVID-19 pandemic.

Any Resident satisfying the following eligibility requirements may qualify for a grant:


  • Date of Mortgage/Rental Agreement:          Before January 1, 2020
  • Resident Homestead:                                     Within Palmview corporate limits
  • Maximum Federal Poverty:                           200%

Residents will be screened to determine they are not violating any laws regarding:


  1. 1) Federal/State eligibility
  2. 2) Criminally liable
  3. 3) Felonies of moral turpitude
  4. 4) Nepotism
  5. 5) Conflicts of interest.


Residents doing so are ineligible for consideration of a grant award. The Resident must certify in good faith as to the “Resident Background” qualifications itemized in the Application (Attachment A).

Grant proceeds may be used exclusively for mortgage or rent payments on a Resident’s homestead or other qualified expenses (eg, COVID death benefit associated with funeral expenses). Funds may not be used for any other purposes.

The City may award $50,000 in grants to Residents for mortgage or rental assistance. The actual amount will be base on the monthly mortgage or rental payment, as per the following categories:

Mortgage Residents may receive a maximum of one (1) mortgage or rental award per Homestead under this program (ie, one monthly mortgage or rent payment).


The one-time Funeral Benefit is a maximum of $1,000 for any outstanding expenses.

The following criteria will be used to prioritize grant fund awards:


  1. 1) Residents which previously have not received any COVID-19 assistance.
  2. 2) Residents demonstrating a substantial loss of gross income due to the pandemic.


Remaining funds, if any, may be used for Residents which have received COVID-19 funds previously.


Residents are eligible for either the homestead or funeral assistance program, but not both.  This program may be extended at the discretion of the City depending on the availability of funds and other programmatic criteria.

Applications are available at Palmview CARES CenterPalmview City Hall, Palmview Municipal Development District (PMDD) offices and online.  Residents must complete, sign, and submit applications and supporting documentation to the Palmview CARES Center or via email (


Incomplete applications will not be processed.
