Candidate requirements

To be a candidate for elective office in the City of Palmview, an individual must meet the following requirements which are a culmination of state and charter requirements as follows:

  1. Be a U.S. Citizen (Section 141.001 of the Texas Election Code);
  2. Be a registered voter of the City at time of filing (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
  3. Have resided in the City for at least twelve (12) months preceding the election at which they are candidates (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
  4. Continue residency in the City during the term of office (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
  5. Not hold more than one public elective office (Article III, Section 3.02, City Charter);
  6. Not hold an appointed office of the city excluding boards, committees, and commissions (Article III, Section 3.02, City Charter);
  7. Be at least 21 years of age (Article III, Section 3.02 and Article VI, Section 6.04, City Charter, and Section 141.003 of the Texas Election Code);
  8. Not have been determined mentally incompetent by a final judgement of a court (Article III, Section 3.02, City Charter and Texas Election Code, Chapter 141.001);
  9. Not have been convicted, whether final for appeal purposes or not, of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities (Article III, Section 3.02, Article VI, Section 6.04, City Charter and Section 141.001, Texas Election Code );
  10. Complete an “Application for a Place on the Ballot” (Article VI, Section 6. Section 6.04, City Charter & Section 134.004, Texas Election Code);
  11. Complete an “Appointment of Campaign Treasurer” form; (Section 252.001, Texas Election Code);
  12. Any City Employee or officer announcing their candidacy or who in fact become a candidate for an elected city office, must resign from said employment or position immediately (Article VI, Section 6.04, City Charter);
  13. A Member of the Council ceasing to possess any of the qualifications specified in this section or any other section of this Charter, or convicted of a felony while in office, shall immediately forfeit his/her office (Article III, Section 3.02, City Charter).

NOTE:  Any candidate for office in a duly held municipal election receiving a majority (over 50%) of the votes cast for the office for which he or she is a candidate, shall be elected to such office.  (Article VI, Section 6.05, City Charter)

Candidate Packet

A thorough Candidate’s Packet is prepared each election cycle providing important election information, forms, guides, election calendar and election-related ordinances.  These packets may be picked up in the City Secretary’s Office located at Palmview City Hall, 400 W. Veterans Blvd., Palmview, Texas and/or may be accessed through this website at least 30 days prior to the filing period before each municipal election cycle for municipal offices.  A candidate packet is also being made available in the Spanish language with a limited number of prescribed forms in Spanish.

May 4, 2024 General City Election

The filing period is Wednesday, January 17, 2024 at 8:00 AM through Friday, February 16, 2024 by 5:00 PM. You may download the Candidate Packet in its entirety as it contains important election-related information and/or you may choose to click on the essential forms listed below.  Election-related forms and applications may be filled out electronically but must be printed and filed locally with the City Secretary.  Inasmuch as the Application for a Place on the Ballot form must be a sworn statement before a notary public, kindly coordinate beforehand with the City Secretary to ensure availability at desired time of filing by calling (956) 432-0324 (direct).
