Candidate requirements
To be a candidate for elective office in the City of Palmview, an individual must meet the following requirements which are a culmination of state and charter requirements as follows:
- Be a U.S. Citizen (Section 141.001 of the Texas Election Code);
- Be a registered voter of the City at time of filing (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
- Have resided in the City for at least twelve (12) months preceding the election at which they are candidates (Article III, Section 3.02, City Charter);
- Continue residency in the City during the term of office (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
- Not hold more than one public elective office (Article III, Section 3.02, City Charter);
- Not hold an appointed office of the city excluding boards, committees, and commissions (Article III, Section 3.02, City Charter);
- Be at least 21 years of age (Article III, Section 3.02 and Article VI, Section 6.04, City Charter);
- Not have been determined mentally incompetent by a final judgement of a court (Article III, Section 3.02, City Charter and Texas Election code Title 9, Chapter 141.001);
- Not have been convicted, whether final for appeal purposes or not, of a felony from which the person has not been pardoned or otherwise released from the resulting disabilities (Article III, Section 3.02, City Charter);
- Complete an “Application for a Place on the Ballot” (Article VI, Section 6. Section 6.04, City Charter & Section 134.004, Texas Election Code);
- Complete an “Appointment of Campaign Treasurer” form; (Section 252.001, Texas Election Code);
- Any City Employee or officer announcing their candidacy or who in fact become a candidate for an elected city office, must resign from said employment or position immediately (Article VI, Section 6.04, City Charter);
- A Member of the Council ceasing to possess any of the qualifications specified in this section or any other section of this Charter, or convicted of a felony while in office, shall immediately forfeit his/her office (Article III, Section 3.02, City Charter).
NOTE: Any candidate for office in a duly held municipal election receiving a majority (over 50%) of the votes cast for the office for which he or she is a candidate, shall be elected to such office. (Article VI, Section 6.05, City Charter)
Candidate Packet
A thorough Candidate’s Packet is prepared each election cycle providing important election information, forms, guides, election calendar and election-related ordinances. These packets may be picked up in the City Secretary’s Office located at Palmview City Hall, 400 W. Veterans Blvd., Palmview, Texas and/or may be accessed through this website at least 30 days prior to the filing period before each municipal election cycle for municipal offices.
