City Charter

A City Charter was adopted by the City Council on October 3, 2006 and approved by the voters of the City of Palmview on November 7, 2006.

The charter provides for the city to operate under a "Home Rule" municipality with powers for self-rule/local self government that voters granted with adoption of the charter - as long as those powers do not conflict with any statute or constiutional provision.  With local self government, the charter provides for an elective City Council to enact local legislation, adopt budgets, determine policies, and appoint key employees including a  City Secretary, City Attorney, Judge of the Municipal Court, and a City Manager.  This charter provides for the operation of the city in a "Council-manager" form of government, which enables the City Manager to execute the laws and administer the government of the City at the direction of the City Council and in accordance with the charter.
